UPDATES TO REGULATORY ISSUE SUMMARIES ON THREAT CONDITIONS AND PROTECTIVE MEASURES AND TO TEMPORARY INSTRUCTION FOR SECURITY ORDERS TO OPERATING NUCLEAR POWER PLANTS

Dear Ms. Hendricks:

We received your October 16, 2002, letters that forwarded:

a.

Additional industry comments on the temporary instruction (TI) being used to verify that nuclear power plant licensees are effectively implementing the interim compensatory measures (ICMs) imposed by the U.S. Nuclear Regulatory Commission (NRC) Order issued on February 25, 2002.

b.

Industry comments on Regulatory Issue Summary (RIS) 2002-12A, Power Reactors NRC Threat Advisory and Protective Measures System, and RIS 2002-12C, Decommissioning Power Reactors and Independent Spent Fuel Storage Installations Using Wet Storage NRC Threat Advisory and Protective Measures System, dated August 19, 2002.

Periodic revisions to the TI may be needed to incorporate additional guidance or to provide clarification on issues that arise during the course of inspections. We will consider the industry comments and incorporate those that are compatible with the intent of the Order and ICMs in the next TI revision in January 2003.

Current resource constraints and higher priority work prevent us from addressing the RIS comments in the short term as you requested. However, the comments will be considered during the next revision to their respective documents.
