US Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Request For Review and Approval of Relief Requests Associated with Fourth 10-Year Interval Inservice Inspection Examination Plan Submittal Pursuant to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Section Xl, and 10 CFR 50.55a(g),,attached is our document entitled "lnservice Inspe6tion Examination Plan, Fourth Interval - Revision 0, March 9, 2003 through May 31, 2012." The Inervice Inspection (ISI) Examination Plan meets the requirements of 10 CFR 50.55a(g)(4)(ii) in that 12 months prior to the fourth interval start date of March 9, 2003, the plan complies with the 1995 Edition, 1996 Addenda of ASME Boiler and Pressure Vessel Code,Section XI.
Relief Requests are identified in Section 1.5 of the enclosed plan. Previously approved Relief Requests have been renumbered. Two Relief Requests (Nos. 1 and 2) have previously been approved through the Fourth 10-Year Interval and do not require further NRC approval. Other Relief Requests (Nos. 3, 4 and 5) were previously approved for or during the Third 10-Year Interval. They are re-submitted for approval for the Fourth 10 Year Interval. Finally, Relief Request No. 6 is a first time submittal based on ASME Section Xl, Appendix VIII, Supplement 4 - Annual Training Requirements for Ultrasonic Nondestructive Examination Personnel.
This letter contains the following new NRC commitment:
Relief Request #5 - Leakage at Control Rod Drive Housing Connections, contains a commitment to revise applicable proceddres to perform a VT-1 exam in lieu of a VT-3 exam specified by IWA-5250(a)(2) on all CRD bolting that will be reused when the GE acceptance criteria has been exceeded ahd disassembly is required.
This letter does not modify any prior NRC commitments.

USNRC Nuclear Management Company, LLC Page 2 Our letter of May 30, 2002, entitled "Notification of Extension of 3 rd Ten-year Inservice Testing and Inspection Intervals," informed NRC of our intention to extend the third ten year ISI interval through March 8, 2Q03. Thus, our fourth ten-year interval is currently scheduled for the period of March 9, 2002 through May 31, 2012. As discussed with NRC Project Manager John Lamb on December 2, 2002, we are in the process of reviewing implementation of the Fourth 10-Year Interval plan. Based on the results of our review, we will contact our NRC Project Manager to discuss NRC review schedules.
