Dear Mr. Darton:
In accordance with Condition 12.a. of the permit dated December 13, 2002, the permittee is required to notify the Northern Virginia Regional Office Director of the construction commencement date for the portable concrete plant at North Anna Power Station. Dominion is submitting this notification on behalf of the permittee, Becon Construction Company, Inc.
