Enclosed is one copy of Revision X of the Physical Security Plan for the U.S. Geological Survey TRIGA Reactor Facility. The plan was revised as permitted by 10 CFR 50.54(p) and this document is submitted accordingly. The USGS Reactor Operations Committee approved the changes to the Physical Security Plan and found them to not decrease the effectiveness of the plan.

The changed text areas of the plan are marked with a vertical line in the margins on the respective pages. Please contact Tim DeBey, Reactor Supervisor, at (303) 236-4726 if you have questions regarding this physical security plan revision or need further details.

Details of the changes are as follows, with page numbers referring to the enclosed copy.

1. Page 1, Section 6.1.3.1, a punctuation correction was made and (GSA) was added.
2. Page 3, Section 6.1.3.2, a punctuation correction was made in the first paragraph and the second paragraph had an added phrase to indicate CCTV monitoring of two doors.
3. Page 4, details were added about the security system. These include the addition of window film and a duress alarm.
4. Page 7, Section 6.1.4.2, paragraph C heading was changed to clarify that the subject is "key" duplication. A new section (6.1.4.4) was added to provide details of pipe bollards and a fence that were installed to limit access to the exterior wall of the control room.
5. Page 8, Section 6.1.4.5 was added to describe video monitoring that is now available at the facility.
6. Page 10, Section 6.2.5, third paragraph was modified to eliminate granting visitor access by a manual door latch override. It was also modified to indicate that a call system is available at both north and south entrances. A fourth paragraph was added to indicate that the card readers for doors 3 and 4 may be manually disabled by the staff to further restrict access. 3 6 53

7. Page 11, Section 6.2.7 was changed to clarify visitor records and staff dosimetry.
8. Page 12, Section 6.2.9, third paragraph was changed to clarify the granting of access to the vital area. The fourth paragraph was clarified and changed to reflect the fact that a receptionist no longer exists at the facility.
9. Page 12, Section 6.2.10 was clarified to indicate that the dose reading for each visitor will be recorded.
10. Page 12, Section 6.2.11 was changed to clarify the FPS security checks and to add details about the CCTV monitoring system at the facility.
