Dear Commissioners and Staff:

On December 21, 2001, Pacific Gas and Electric Company (PG&E) submitted an application to the Nuclear Regulatory Commission (NRC), in PG&E Letter DIL-01-002, requesting a site-specific license for an Independent Spent Fuel Storage Installation (ISFSI) at the Diablo Canyon Power Plant. The application included a Safety Analysis Report, Environmental Report, and other required documents in accordance with 10 CFR 72.

Pertinent Holtec International reports, prepared in support of the Diablo Canyon ISFSI license application, are enclosed as four nonproprietary attachments.

Proprietary versions of the reports were transmitted to the NRC in PG&E Letters DIL-02-007 dated June 4, 2002, and DIL-02-01 1, dated October 15, 2002. These reports are intended for use by the NRC staff in their review of the application.
