As a result of our annual review of the OSTR Emergency Response Plan, certain changes to the plan were determined to be necessary. This letter represents our formal report of the changes governed by 10 CFR 50.54(q). Based on our evaluation of these revisions, we have concluded that none of the specific changes in the attached enclosure reduces the plan's emergency response effectiveness.

All of the changes to the plan have been reviewed and approved by the OSTR Reactor Operations Committee and OSTR staff. In addition to the plan itself, a number of conforming changes were made to the Emergency Response Plan Implementing Procedures (ERIPs) in order to keep them up to date.

To make it easy to update your copy of the plan, a complete new copy will accompany this letter. If you have any concerns or questions about the reported changes to the OSTR Emergency Response Plan, please let me know. I declare under penalty of perjury that the foregoing is true and correct.

1. In sections 7.1.2.4 (page 7-2) and 7.3.2.2 (page 7-1 1), replace "These have detection ranges for gamma radiation between 1 mR h- and 10,000 mR h-1, with the two ARMs on the reactor top covering a range of 0.01 R h-' 1,000R h-1. Alarm set points for these ARMs are checked daily and are typically set between 20 mR h-1 and 100 mR h-1, except for the reactor top ARMs wich are typically set at 1 R h7l." With "These have detection ranges for gamma radiation between 0.1 - 10,000 mR h-'. Alarm set points for these ARMs are checked daily and are typically set between 20 mR h-' and 1000 mR h-'."

2. In section 10.1.b.e (page 10-1), add a superscripted "(1)" to the end of the sentence.

3. On table 5.1 (page 5-2) under the Emergency Action Levels, delete section (h) and replace section (i) with "An event which causes significant damage to the Radiation Center Complex."

4. On page E-0-1 of the ERIP under the Emergency Action Levels, replace section (h) with, "An event which causes significant damage to the Radiation Center Complex."

5. Delete page E-5-13 of the ERIP. The position no longer exists.

6. On page E-5-15 of the ERIP, replace "S.E. Binney" with "J.E. Darrough" and replace "S.

P. Smith" with "S.T. Keller".

7. On the Emergency Call List on page E-7-3 of the ERIP, add "S.T. Keller 541-753-6749" to the top of the list. Move S.R. Reese into the second slot and replace "S. E. Binney 541-752-5848" with the new Director.

8. On the Emergency Organization Mobilization Chart on page E-7-7 of the ERIP, add "S.T.

Keller" to the RAT team, replace "J.F. Higginbotham" with "R.C. Ringle" everywhere it appears, replace "J.C. Ringle" with "A.C. Klein" as the second choice for Chairman of the ROC, replace "A.C. Klein" with "W.H. Warnes" as the third choice for Chairman of the ROC, replace "M.R. Conrady" with "J.E. Darrough" and replace "S.E. Binney" with the new Director wherever it appears.

9. In ERIP 8, replace "Steve Binney" with the new Director wherever it appears and replace "Jack Higginbotham" with "John Ringle".

10. On page E-5-15 of the ERIP, replace the corridor monitor assignment table with the following:

12. On the Emergency Organization Mobilization Chart on page E-7-7 of the ERIP, replace "A.C. Klein" with "S. E. Binney" as the second choice for Chairman of the ROC, replace "S.E. Binney" with "A. C. Klein" as the Emergency Director first choice, Emergency coordinator third choice, and Public Information Officer third choice.

13. In ERIP 8, replace "Steve Binney" with "Andrew Klein" wherever it appears.
