Dear Mr. Tracy:

In SMUD letter MPC&D 02-116, dated November 14, 2002, we provided you our response to the NRC Order issued on October 16, 2002, regarding interim compensatory measures for security at the Rancho Seco Independent Spent Fuel Storage Installation (ISFSI). In our response, we committed to take actions to complete Item B.3.b of to the Order by December 1, 2002.

The purpose of this letter is to inform you that we have completed the actions that we committed to in our response to Item B.3.b of Attachment 2 to the Order.
