Assessment Follow-Up - R. E. Ginna Nuclear Power Plant

Dear Dr. Mecredy:

Recently the NRC staff completed a review of R. E. Ginna Nuclear Power Plant. The assessment evaluated the performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance and our plans for a future inspection at your facility.

On October 4, 2002, the NRC staff forwarded a letter concerning the final significance determination of a white inspection finding in the Emergency Preparedness cornerstone. This white finding involved the alert and notification system (ANS), which consists of sirens used to alert members of the public of an emergency at Ginna. Specifically, problems with the ANS siren feedback system prevented Rochester Gas and Electric Corporation (RG&E), Monroe County and Wayne County from being able to identify which, if any, sirens failed to activate.

Identifying such failures is necessary so that backup route alerting can be conducted within approximately 45 minutes for the populace covered by the failed sirens. If siren failures should occur, the ability to provide early notification would be compromised, and therefore, was considered a white finding because the deficiency was associated with 10 CFR 50.47(b)(5), a risk significant emergency planning standard.

As a result, we have assessed Ginnas performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to conduct supplemental inspection 95001 during the week of April 14, 2003. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.

In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
