Dear Ladies and Gentlemen:
On February 25, 2002, NRC issued an Order to Southern Nuclear Operating Company (SNC) modifying Operating Licenses NPF-2 and NPF-8 for Farley Nuclear Plant (FNP) Units 1 and 2 to require certain security measures. The new requirements were detailed in Attachment 2 to the Order. By letter dated August 29, 2002, SNC affirmed that FNP was in compliance with all provisions of the Order including all requirements of Attachment 2. During a recent internal review of security measures, however, SNC discovered that the analysis required by item B.2.a.1 of Attachment 2 was not completed for some of the relevant areas. The omission of these areas from the analysis was unintentional. NRC was notified of this oversight via telephone on November 18, 2002 and security measures were implemented to compensate for this oversight until the analysis could be completed. SNC completed the required analysis on November 21, 2002 and determined an additional temporary vehicle barrier needed to be put into place to protect all the resources described in the Order. SNC believes that FNP is now in full compliance with all requirements described in Attachment 2 to the Order.
