Dear Dr. Khalil:
Per your request, enclosed is a compact disk containing the Low Power Shutdown (LP/SD)
Standardized Plant Analysis Risk (SPAR) models for the Millstone 2 and Millstone 3 plants.
Also enclosed is a copy of the users manual for the Millstone 2 and Millstone 3 LP/SD SPAR models. The SAPHIRE code suite which is required to perform analyses with the LP/SD SPAR models was previously sent to you. Both of the LP/SD SPAR model software packages are in the form of executable files that can be run directly from the compact disk. These items are for your organizations use only and are not to be distributed further without the consent of the NRC. Also please note that the information contained in the SPAR model is considered sensitive and should be treated accordingly.
These software packages are provided to facilitate the onsite QA review of these models with your PRA staff and the benchmarking of these models against your LP/SD PRA models for the Millstone 2 and Millstone 3 plants, which will be scheduled for the first quarter of 2003. The LP/SD SPAR models are considered interim, and should be used by your staff analysts with appropriate discretion.
