SUMMARY

OF MEETING TO DISCUSS PLANNED LICENSE RENEWAL APPLICATION On October 31, 2002, representatives of TVA met with the Nuclear Regulatory Commission (NRC) staff to discuss submittal of a license renewal application for Browns Ferry, Units 1, 2, and 3 (Browns Ferry). The renewal application is scheduled to be submitted in December 2003 and, based on established review schedules, the review would be completed before completion of the Unit 1 restart process. Extended power uprate amendments would also be under review during this time. Attendees at the meeting are listed in Enclosure 1. The agenda for the meeting and TVAs presentation materials are contained in Enclosure 2.

TVA stated that it intends to follow the improved application format and content guidance being developed for the 2003 renewal applications. The application will resemble a multi-site application similar to the McGuire and Catawba renewal application where both plants were addressed in one document. Differences between the units will be identified in the application and the staff requested that permanent differences between units be differentiated from temporary differences that will be eliminated when Unit 1 restart activities are completed.

Compliance with the Generic Aging Lessons Learned Report will be clearly indicated as well as where the aging management review differs. The aging management programs are expected to be the same for all three units and TVA stated that the operating experience for Units 2 and 3 should be directly applicable to Unit 1. The staff emphasized the need to address the effects of the approximately 16-year shutdown and lay up of Unit 1 in the application.

TVA provided examples (Enclosure 3) of how they would identify the differences between the Unit 1 current licensing basis (CLB) when the renewal application is submitted and the CLB of Units 2 and 3. TVA expects that when Unit 1 restart activities are completed, there will be little difference between the CLB of Units 1, 2, and 3. Because the license renewal inspections cannot be completed for Unit 1 due to the ongoing restart activities, the renewal inspections will need to be integrated into the restart inspection activities.

An amendment to uprate Units 2 and 3 from their current five percent uprate to a total of 20 percent is to be submitted in the near future, concurrent with the renewal review. TVA expects the Unit 2 and 3 uprate reviews to be completed before the renewed licenses would be issued.

The amendment to uprate Unit 1 by 20 percent will be submitted near the end of the renewal review. TVA stated that the evaluations performed for the renewal application will envelope the 20 percent uprate for all three units.

TVAs plan to submit the Unit 1 renewal application during restart and uprate activities will be a challenge to the staff which must review and issue the renewed license based on the CLB. Use of a license condition was proposed by TVA to allow all three licenses to be issued concurrently. TVA recognizes that the review of a combined renewal application for Units 1, 2, and 3 may take longer than the standard license renewal review schedule. The staff and TVA agreed to continue discussions on the preparation and submittal of the Browns Ferry renewal application.

A draft of this meeting summary was provided to TVA to allow them to comment prior to the summary being issued.
