50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - UNITS 2 AND 3 - ADOPTION OF BOILING WATER REACTOR VESSEL INTERNALS PROJECT (BWRVIP)-75 WELD EXAMINATION SCHEDULE - RESPONSE TO NRC REQUEST (TAC NOS. MB3771 AND MB3772)

By letter dated January 8, 2002, TVA submitted a request to adopt the revised austentic stainless steel piping weld inspection schedule criteria (with modifications) contained in the Electric Power Research Institute (EPRI) report TR-113932 (BWRVIP-75). Previously, BFN was using the schedule established in NUREG-0313, Revision 2, to address the staffs positions described in Generic Letter (GL) 88-01. The NRC staff evaluated and accepted TVAs request in a safety evaluation (SE) transmitted by letter dated March 15, 2002.

However, in that letter, the NRC staff stated that the final SE for the BWRVIP-75 report had not been issued. Consequently, the staff requested that TVA review the BWRVIP-75 final SE, upon issue, and identify any impacts, and answer any requests regarding the BFN GL 88-01 program submitted by TVAs January 8, 2002 letter.

By letter dated May 14, 2002, the NRC staff issued the final SE for the BWRVIP-75 report. TVA has reviewed the final SE for the BWRVIP-75 report and determined that there are no impacts to the

U.S. Nuclear Regulatory Commission Page 2 November 21, 2002 BFN Units 2 and 3 program as submitted in TVAs letter of January 8, 2002. In addition, the NRC requests made in the final SE were, for the most part, directed to the BWRVIP, therefore, no further action by TVA is required.
