These revised procedures supersede the previously submitted procedures.

Pursuant to 10 CFR 50.4, two additional copies of this letter and attachment are hereby submitted to the Regional Administrator, U. S. Nuclear Regulatory Commission, Region III, Lisle, Illinois. As required, one copy of this letter and attachment is also submitted to the Kewaunee Nuclear Power Plant NRC Senior Resident Inspector.

Yes Related El No Required El No Changes Required El No 1.0 Purpose 1.1 This procedure provides instruction for the Emergency Director (ED) initially responsible for using this procedure, upon declaration of a plant emergency, to provide off-site authorities with Protective Action Recommendations (PARs).

When the Emergency Operations Facility (EOF) has been activated, the responsibility will be assumed by the Emergency Response Manager (ERM).

2.0 General Notes 2.1 The Shift Manager is the initial ED in all situations. Any transfer of this responsibility should be documented in the Shift Manager's log and communicated to all other directors.

2.2 Communication of the initial PARs should be in progress to state and local emergency government authorities within 15 minutes of the emergency level being declared or as soon as possible without further compromise to plant or public safety.

2.3 The ED, with the assistance of the Radiological Protection Director (RPD), is responsible for PARs to off-site authorities prior to EOF activation. This responsibility is assumed by the Emergency Response Manager, with the support of the Environmental Protection Director (EPD), following the EOF activation. This responsibility may not be delegated.

2.4 As more information becomes available, initial default PARs should be adjusted in accordance with Step 5.2 of this procedure.

3.0 Precautions and Limitations 3.1 PARs are normally implemented for affected populations within the 10-mile plume exposure pathway EPZ. However, DO NOT ignore populations outside the 10-mile plume exposure pathway IF projected doses or field readings indicate doses > 1 rem TEDE or > 5 rem thyroid. (See Step 5.2.10) 4.0 Initial Conditions 4.1 The Emergency Director shall classify the emergency in accordance with EPIP-AD-02, "Emergency Class Determination," prior to the implementation of this procedure.

5.2.4 Evaluate the impact time, plant conditions (past, present, projected), weather conditions and forecast, and evacuation time estimates using Table 2, "Evacuation Time Estimates (KNPP/EPZ)."

5.2.5 Determine the most effective appropriate protective actions the public can take based on both radiological and plant conditions.

Note The following step will normally be performed only if the State EOC in Madison has been activated.

5.2.6 If appropriate, instruct the State Radiological Coordinator Liaison (SRCL) to discuss potential changes in PARs with the State Radiological Coordinator (SRC) for the State of Wisconsin.

5.2.7 IF new PARs are advisable, THEN complete Form EPIPF-AD-07-01.

5.1.4.2 Direct the Radiation Protection Leadman to process non-essential personnel out of the Auxiliary Building/Containment and maintain personnel accountability.

5.1.4.3.1 Determine who is in the Radiologically Controlled Area (RCA) by checking PMETS System or (if used) the RCA sign-in sheets.

5.1.4.3.2 Notify the RPD immediately of any missing persons.

5.1.4.3.3 IF personnel are believed missing, THEN implement EPIP-OSF-04, "Search and Rescue."

5.1.4.4 Set up instrumentation for continuous monitoring of radiation levels in the RPO.

Note Periodically perform habitability surveys of required areas based upon radiological conditions and/or as directed by the RPD.

5.1.4.5 Perform general area surveys in the following areas:

5.2.8 Post signs in the RPO directing personnel to the RAF for entry to the controlled area.

5.2.10 IF an Alert or higher is declared based on radiological conditions, OR if directed by the RPD, THEN issue dosimetry to all personnel remaining on-site.

5.2.11 Using the Gai-tronics, direct personnel to monitor their individual dose.

5.2.11.1 IF the Self Reading Dosimeter (SRD) meets any of the following limits, THEN report to the RPO/RAF/SBF to have the SRD re-zeroed:

a. Reads 150 mR or more
b. Is found to be off-scale
c. The end of the work shift 5.3 IF it becomes necessary to evacuate or relocate the RAF, THEN the RPD should consider the following guidance in order to maintain the functionality of the RAF.

5.3.1 The RPD should coordinate with the Emergency Director (ED), Support Activities Director (SAD), and the OSF Coordinator to perform the evacuation or relocation and maintain as much as possible of the functionality of the affected facilities.
