SUMMARY

OF MEETING BETWEEN THE SNEC, GPU, AND NRC STAFFS On October 31, 2002, representatives of the NRC staff met at NRC Headquarters in Rockville, Maryland, with representatives of the SNEC and GPU, the licensees for the SNEF. Enclosure 1 is a list of meeting attendees.

The plant was operated between 1962 and 1972, and it was shut down in May 1972. In February 1975, the plant was placed in SAFSTOR until 1986, when phased dismantlement began with the removal of the support buildings, contaminated soil, and some materials in the containment. The licensees decommissioning plan became the Post-Shutdown Decommissioning Activities Report. The resubmitted License Termination Plan (LTP) was accepted for detailed technical review in March 2000. The licensees submitted revision one of the LTP in September 2002.

Review of the revised LTP by the NRC staff resulted in several areas were the NRC staff needed additional clarification of issues. By letter dated October 28, 2002, (ADAMS accession number ML022980201) the NRC staff forwarded discussion topics to the licensees for this meeting. The discussion topics included site groundwater, health physics, dose modeling and decommissioning financial considerations. The discussions with the licensees technical staff and consultants provided clarification and a better understanding of the site specific technical data and related information.

Resolution was reached during the meeting on all issues. For three issues the licensees needed to develop their specific responses in accord with the resolution reached. The licensees will discuss their specific response to these three issues with the NRC staff in the near future. The licensees will submit an update to the LTP to capture the resolution reached on all issues.

Some of the issues discussed were related to the specific information needed in the LTP.

NRCs Saxton Project Manager stated that incorporation of material by reference was acceptable as long as the reference was clearly given in the LTP and the referenced material was on the Saxton docket.

The licensees and the NRC staff discussed the impact that the recently signed memorandum of understanding (MOU) between the NRC and EPA would have on the decommissioning process for Saxton. The NRC staff explained that both agencies were very early in the process of

implementing the MOU and many details have not been worked out. However, it appeared that two of the licensees proposed soil concentration levels were above the consultation trigger

levels given in the MOU. In this case, NRC would consult with EPA on the Saxton site. The NRC staff stated that it was their goal that the consultation process not impact the review and approval of the LTP or license termination.
