Since the Nuclear Regulatory Commission is responsible for assessing the adequacy of onsite security and emergency preparedness, I am confident that your staff will be able to address Representative Upton's concerns and would appreciate your responding to his letter.

Dear Director Allbaugh,

As Representative of Michigan's Sixth District, I am writing to express the importance of the Federal Emergency Management Agency's (FEMA) training expertise to the communities of Southwest Michigan. With heightened security throughout the region due to the presence of two nuclear power plants, it is imperative that local security officials are equipped with the tools and training necessary to respond effectivcly to unforeseen occurrences.

As you may be aware, Southwest Michigan is a highly sensitive region, given the potential threats that now exist against our nation. The counties of Berni= and Van Buren, both located within the Sixth District, arc home to two nuclear power plants. Extensive discussions with security officials at these power plants have yielded the conclusion that more training is needed to enhance security at these facilities. Local officials have vocalized their desire to work with FEMA and their willingness to cooperate in order to beef up plant security.

With a potential for devastation that dwrfs that of many other areas of our great nation, I urge you to take into account this situation as you utilize federal funds appropriated to FBMA for local training activities. Should disast-r strike this sensitive area, the repercussions could be felt throughout the northern Midwest as well as throughout the nation. Please do not hesitate to take every necessary step to prepare these communities for any and all potential -emergencies.
