PALISADES PLANT - REVISION 1 TO THE SITE-SPECIFIC WORKSHEETS FOR USE IN THE NUCLEAR REGULATORY COMMISSIONS SIGNIFICANCE DETERMINATION PROCESS (TAC NO. MA6544)
Dear Mr. Cooper:
Enclosed, please find a copy of the Nuclear Regulatory Commissions (NRCs) Risk-Informed Inspection Notebook, Revision 1, for the Palisades Plant, which includes updates to the Significance Determination Process (SDP) Phase 2 Worksheets. The revised inspection notebook incorporates information obtained during onsite benchmarking visits to your site conducted by the NRC to validate plant-specific risk information and update equipment configuration data. This document is one of the key implementation tools of the Reactor Safety SDP in the Reactor Oversight Process (ROP).
Because this document contains plant-specific risk information, distribution to the third parties must be limited. Therefore, we request that all persons having access to the information be informed of its sensitive nature and be aware that the document must not be publicly released and is to be distributed only to those who have a need to know to conduct official business with the NRC. Distribution to third party organizations is prohibited without written consent from the NRCs Chief, Inspection Program Branch, Office of Nuclear Reactor Regulation changes to this policy may be promulgated at a later date.
While the enclosed notebook has been reviewed by the NRC staff, we understand that operational and safety improvement initiatives implemented since our benchmarking efforts may have an influence on overall plant risk profiles. Therefore, the NRC staff encourages licensees to review the document and provide comments where it is identified that the use of the notebooks provides inaccurate significance determinations.
