SUMMARY
OF MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND SOUTH CAROLINA ELECTRIC AND GAS COMPANY REPRESENTATIVES TO DISCUSS THE V. C. SUMMER NUCLEAR STATION LICENSE RENEWAL APPLICATION On September 24, 2002, the NRC staff met with members of South Carolina Electric & Gas Company (SCE&G) in a public meeting to discuss the license renewal application (LRA) for the V. C. Summer Nuclear Station (Summer Station). The list of attendees is provided in and the meeting agenda is provided in Enclosure 2.
Messrs. Ronald Clary and Al Paglia of SCE&G provided an overview of the application. The overview included how they developed the LRA and how the information from Chapter 2, Scoping and Screening Methodology, is linked to Chapter 3, Aging Management Review Results. Mr. Paglia discussed lessons learned in developing an LRA using NUREG-1800, "Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants" (SRP-LR) and NUREG-1801, "Generic Aging Lessons Learned (GALL) Report." Mr. Paglia stated that as part of preparing the license renewal application for the Summer Station, SCE&G staff prepared extensive documentation to support the aging management review of systems, structures, and components. These are in tables format with separate tables for electrical, structural, and mechanical components. Information from these tables was condensed and regrouped to develop tables in Chapter 3 of the Summer LRA. The applicant stated that these tables are part of the basis documentation for the plant and are available at the plant site.
With regard to scoping and screening, SCE&G explained the methodology used to scope and screen structures, systems, and components to identify those structures and components that are subject to an AMR, and gave examples of how these results are documented in the LRA.
SCE&G described the process used to compare Summer Stations aging management programs (AMPs) with those credited in the GALL report. SCE&G used a two-table format, one table was for structures and components that were consistent with GALL and the other was for structures and components that were not consistent with GALL. SCE&G said that if an AMP was addressed in GALL, then it was included in table one with few exceptions, otherwise it was placed in Table 2. The staff stated that this was quite different from other recent license renewal applications and also different from what they had expected to be included in Table 1.
The staff further noted that the additional information available at the site will be needed in reviewing the Summer license renewal application. On staffs request, the applicant agreed to
2 submit these basis documentation tables for staffs use to complete its technical review of the Summer LRA.
The staff asked SCE&G if the topical reports they referenced are approved for 60 years, because some topical reports are only approved for 40 years. SCE&G said they believed that the topical reports they used are approved for 40 years, but could be extended to 60 years because they used an approved methodology.
Mr. Paglia discussed the time-limited aging analyses (TLAAs) and the AMPs. During the TLAA discussion, Mr. Paglia explained how SCE&G addressed metal fatigue and reactor vessel neutron embrittlement, including pressurized thermal shock and upper shelf energy. The staff commented that SCE&G should review the recently issued RAIs in this area and be prepared to provide the level of detail technical information in those RAIs.
