Dear Ms. Underwood,
The Perry Nuclear Power Plant (PNPP) is scheduled to begin construction on the dechlorination system in November 2002. In accordance with the schedule of compliance of National Pollutant Discharge Elimination System Permit 31B00016*GD, this letter serves as your notification. As stated in a letter between PNPP and the Ohio Environmental Protection Agency (OEPA) dated December 10-,"2001(Letter PY-CEIIOEPA-0366L), PNPP is changing to the use of sodium bisulfite for removal of chlorine in the plant cooling water systems. PNPP currently uses sodium sulfite for chlorine removal. During this change to sodium bisulfite, the plant staff will also install larger capacity dechlorination pumps in an effort to meet the new Total Residual Chlorine (TRC) limit effective in July 2004. This objective was discussed in the telephone conversation on May 23, 2002 between Mr. Leo Harte of the PNPP and Ms. Marie Underwood of the OEPA. Ms. Underwood stated that a Permit to Install is not needed for this dechlorination modification. It has been verified that this increase in dechlorination capacity is necessary, as present testing has displayed that the plant is currently unable to consistently meet the forthcoming TRC limit.
