Dear Mr. Feigenbaum:

The NRC Office of Investigations (OI) initiated an investigation on April 3, 2002, to determine whether three former Seabrook Nuclear Station contract security officers had been threatened with termination of their employment if they brought a concern directly to the NRC. Based on the evidence developed by this investigation, the NRC determined that there was no apparent 10 CFR 50.7 violation. A copy of the synopsis of the OI Report #1-2002-015 is enclosed.

Please note that final NRC documents, including the aforementioned OI report, may be made available to the public under the Freedom of Information Act (FOIA) subject to redaction of information appropriate under FOIA. Requests under the FOIA should be made in accordance with 10 CFR 9.23, Requests for Records (copy enclosed).

SYNOPSIS This investigation was initiated by the NRC Office of Investigations (OI), Region I (RI), on April 3, 2002, to determine whether three former Seabrook Nuclear Station contract security officers had been threatened with termination of their employment if they brought a concern directly to the NRC.

Based on the evidence developed by this investigation, coupled with an NRC legal determination that there is no apparent 10 CFR 50.7 violation, this investigation is closed as unsubstantiated.
