Regarding Compliance with the Nuclear Regulatory Commission's February 25,

2002, Order Regarding Interim Safeguards and Security Compensatory Measures Letter from A. Christopher Bakken, III, Indiana Michigan Power Company (I&M) to Samuel J. Collins, Nuclear Regulatory Commission (NRC), "Response to Nuclear Safeguards and Security Compensatory Measures."

Dear Sir or Madam:

This letter is being submitted to the Nuclear Regulatory Commission (NRC) to inform the NRC that Indiana Michigan Power Company (I&M), the licensee for Donald C. Cook Nuclear Plant (CNP) Units I and 2, Facility Operating Licenses DPR-58 and DPR-74, is in compliance with the interim compensatory measures required by the NRC's February 25, 2002, Security Order.

In I&M's March 15, 2002, response to Item B.2.a.(2) of the NRC Order, I&M provided details regarding the installation of a passive device that would render a vehicle's tires ineffective.

Although the installation of a passive device was not required by the NRC Order, the alternate passive device will increase the effectiveness of the vehicle barrier system. As such, I&M remains in compliance with the requirements of the NRC Order.

Regarding Item B.2.d, I&M stated that two sections of the train track have been removed at a point adjacent to the owner controlled area vehicle checkpoint.

Upon further evaluation, I&M plans to implement alternate measures to limit the potential for an unauthorized train to penetrate the protected area boundary. This alternate method complies with the requirements of the NRC Order.
