ASSESSMENT FOLLOW-UP LETTER - POINT BEACH NUCLEAR PLANT
Dear Mr. Cayia:
On September 12, 2002, the NRC staff forwarded a letter concerning the final significance determination of a White inspection finding in the emergency preparedness cornerstone. The finding involved your staffs failure to adequately critique a protective action recommendation during the February 12, 2002, Point Beach emergency preparedness exercise.
As a result of a previous significance determination of another White inspection finding in the mitigating systems cornerstone (February 2002), Point Beach performance has been in the Regulatory Response column of the NRCs Action Matrix. That finding concerned the gas binding of a safety injection pump and was reviewed during an August 2002 supplemental inspection, which was documented in NRC Inspection Report Nos. 50-266/02-12 and 50-306/02-12.
Since the two White inspection findings were in different cornerstones (i.e., emergency preparedness and mitigating systems), we have continued to assess Point Beach performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to conduct supplemental inspection 95001 for the emergency preparedness finding during the week of November 4, 2002. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
