POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - SCHEDULE FOR REVIEW OF MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE APPLICATION

Dear Mr. Cayia:

By application dated April 30, 2002, you submitted an amendment request for a measurement uncertainty recapture power uprate for the Point Beach Nuclear Plant, Units 1 and 2. Our review of your application, which is in progress, was originally scheduled to be complete in October 2002.

On September 19, 2002, in a telephone conference, your staff indicated that you have pursued other changes which would result in supplemental submittals to the April 30, 2002, application.

Additionally, you plan to submit a revised Westinghouse report (WCAP) in mid October 2002 in support of the power uprate application.

We have assigned power uprate reviews a high priority. The April 30, 2002, application involves several unique features that have significantly expanded the scope of the our review.

While we have assigned sufficient resources to complete the review consistent with the established schedule, the new proposed changes and the timing of the submittal of the revised WCAP are likely to have an adverse impact on our schedule for completing the review.

To expedite the review of the new material, we request that you submit a summary of the changes to the WCAP along with the WCAP. We are endeavoring to complete our review by the original established schedule. However, any new questions that arise as a result of the new submittal would most certainly lead to delays in the completion of the review.

F. Cayia We face significant challenges in balancing our workload, available resources, and budget constraints to achieve our performance goals. Accordingly, it is imperative that the quality and timeliness of submittals are such that we can perform our review in an efficient and effective manner consistent with our performance goals.
