SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2 -

CLOSURE OF TAC NOS. MB3046 AND MB3047 - TECHNICAL SPECIFICATION 3/4.9.1 BORON CONCENTRATION (TAC NOS.

MB3046 AND MB3047)

By letter dated September 24, 2001, PSEG Nuclear LLC (PSEG) submitted an application to amend Salem Nuclear Generating Station, Unit Nos. 1 and 2 (Salem), Technical Specifications (TSs) Limiting Condition for Operation (LCO) 3/4.9.1 (ADAMS Accession No. ML012710256).

The purpose of this change was to more closely align the Salem TSs with the improved standard TSs by allowing cycle-specific minimum Spent Fuel Pool boron concentration limits, and by relocating this cycle-specific value to the Core Operating Limits Report. By letter dated September 20, 2002, PSEG submitted a new application that supercedes its September 24, 2001, letter. The new application significantly expands the scope of the NRC staffs review with PSEGs proposal to create two new TS LCOs: TS 3/4.7.11 Fuel Storage Pool Boron Concentration, and TS 3/4.7.12, Fuel Assembly Storage in the Spent Fuel Pool. Because the scope of the staffs review has been changed, TAC Nos. MB4046 and MB3047 will be closed, and new TAC numbers will be created to review PSEGs September 20, 2002, request.

This memorandum documents the completion of all work under TAC Nos. MB3046 and MB3047. If you have any further questions, please let me know.
