Dresden Nuclear Power Station, Units 2 and 3, Fourth Interval Inservice Inspection Program Plan In accordance with Title 10, Code of Federal Regulations, Part 50, Section 55a, Paragraph g, Subparagraph (4)(ii) [10 CFR 50.55a(g)(4)(ii)], Exelon Generation Company (Exelon), LLC has updated the Dresden Nuclear Power Station, Units 2 and 3 Inservice Inspection (ISI) program for the Fourth Ten Year Interval.
In accordance with 10 CFR 50.55a(g), Exelon is required to update the ISI program per the American Society of Mechanical Engineers (ASME)Section XI (the Code) for Dresden Nuclear Power Station (DNPS) once every ten years or interval. The ISI program is required to comply with the latest edition and addenda of the Code incorporated by reference in 10 CFR 50.55a one year prior to the start of the interval per 10 CFR 50.55a(g)(4)(ii). The next interval for DNPS Units 2 and 3 is currently scheduled to commence on January 20, 2003 and be completed by January 19, 2013 with a one-year interval extension as allowed by paragraph IWA-2430 (d).
Accordingly, the 1995 Edition with 1996 Addenda of ASME Section XI is the Code that DNPS must meet for the fourth ten-year interval ISI program.
DNPS is submitting for review the Fourth Interval Inservice Inspection Program Plan (Attachment A). The key features of DNPS ISI Program Plan are the Introduction and Background (Section 1), Basis for ISI Program (Section 2), Component ISI Program Plan (Section 3), Component Support ISI Program Plan (Section 4), System Pressure Testing ISI Program Plan (Section 5), ISI Summary Tables (Section 7), Relief Requests (Section 8), and References (Section 10).
Portions of the Fourth Interval ISI Plan have been intentionally omitted from this submittal.
These portions are Section 6 (Containment ISI Plan), Section 9 (Containment ISI Relief Requests), and Relief Request 14R-1 0. Sections 6 and 9 pertain exclusively to inservice inspection of containment with the next ten-year interval update scheduled for September 9, ADL/ 7
September 6, 2002 U. S. Nuclear Regulatory Commission Page 2 2008. Relief request 14R-10 was previously reviewed by the NRC and in a safety evaluation dated February 25, 2000 permitted the deferral of reactor pressure vessel circumferential weld examinations for up to thirty two effective full power years of operation, which is applicable during the Fourth Inservice Inspection Interval. Since these portions of the Fourth Interval ISI Program Plan require no further review, they are not contained in this submittal.
To assist in the review of the Fourth Interval ISI Program Plan, DNPS has supplied the Fourth Interval Schedule Summary Report (Attachment B) and the ISI Program Classification Boundary Drawings (Attachment C).
Where alternatives to Code requirements are being proposed or the implementation of certain Code requirements has been determined to be impractical because of configuration of components, radiation level, or other valid reasons, specific relief requests have been included in Section 8 of the Fourth Interval ISI Program Plan. The relief requests deal with the implementation of certain ISI program requirements, which affect the population, scheduled for the November 2003 Unit 2 refueling outage and the Unit 3 October 2004 refueling outage.
Approval of these relief requests is requested by August 29, 2003. This approval schedule will allow support of the Unit 2 refueling outage, currently scheduled for November 4, 2003.
It should be noted that a limited number of relief requests presented in DNPS ISI program were similar to previously approved requests under the Third Ten Year Inspection Interval ISI program. A cross-reference between the old relief request numbers and the new relief request numbers is presented in Attachment D.
