SUMMARY
OF SEPTEMBER 4, 2002, REGULATORY PERFORMANCE MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC.
On September 4, 2002, 7:00 p.m., a regulatory performance meeting was conducted at the Cortlandt Town Hall, Cortlandt NY, between the Nuclear Regulatory Commission (NRC) staff and Entergy Nuclear Operations, Inc. (ENO). The purpose of the meeting was to review ENOs performance improvement efforts, as described in the Indian Point Unit 2 Fundamentals Improvement Plan (FIP) and to discuss the results of recent inspections and assessments of Indian Point Unit 2 (IP2).
Mr. Brian Holian, Deputy Division Director, Division of Reactor Projects, opened the meeting and introduced Mr. Hubert Miller, Regional Administrator, Region I, and other members of the NRC staff who participated in the meeting. Mr. Holian facilitated the NRCs presentation of recent inspection results and assessments as summarized in a slide presentation. ENO followed the NRCs presentation with a discussion of their progress in improving plant performance through the Indian Point Unit 2 FIP. During ENOs presentation, the NRC staff questioned Entergy managers and probed the topics beyond the information provided and the FIP performance indicator slides. Approximately 100 people, including local media representatives, attended the meeting.
Following the meeting between ENO and NRC, public attendees were provided the opportunity to give comments and ask questions of the NRC staff. Numerous comments and questions were addressed by NRC management over a three-hour period. The major discussion topics and areas of public interest were: plant security; emergency planning and the upcoming September 24th emergency preparedness exercise; recent plant events and overall performance trends; the Davis Besse reactor vessel head issues; and future inspection plans at Indian Point.
