Operating License No. DPR-50 Docket No. 50-289

Subject:

Request Withdrawal of Letter Dated August 1, 2002, "Additional Information Regarding Kinetic Expansion Inspection and Repair Criteria"

References:

1) AmerGen Letter Dated August 1, 2002, "Additional Information Regarding Kinetic Expansion Inspection and Repair Criteria"
2) USNRC. Letter Dated August 24, 2001, "Assessment of the Three Mile Island Nuclear Station, Unit 1 (TMI-1) Once-Through Steam Generator Kinetic Expansion Inspection and Repair Criteria (TAC No. M99388)"
3) GPU Letter Dated November 26, 1997, "Leakage Assessment Methodology for TMI-1 Once-Though Steam Generator (OTSG) Kinetic Expansion Examination"
4) GPU Letter Dated August 08, 1997, "Once-Through Steam Generator Kinetic Expansion Inspection Acceptance Criteria" TMI has been working with the NRC over the past several years to come to agreement on the appropriate inspection methodology and inspection criteria for the Once-Though Steam Generator (OTSG), related to kinetic expansion of the tubes.

In a letter dated August 1, 2002, reference 1, we submitted responses to questions posed by the NRC staff in a letter dated August 24, 2001, reference 2, regarding this issue.

Based on further discussions following the August 1, 2002 submittal, we agree with NRC staff that the most effective way to improve the submittal clarity, because of the number of documents on the docket, is to update the two documents specifically related to the kinetic expansion assessment methodology, reference 3, and inspection criteria, reference 4. Included in this update will be the answers to the questions posed by the NRC in the August 24, 2001 letter, reference 2.

5928-02-20174 August 28, 2002 Page 2 This will provide an opportunity to address, in the updated documents, questions that were raised in other discussions and correspondence during the last several years, as well.

Therefore, we withdraw our August 1, 2002 submittal pending the updating of the assessment methodology and inspection acceptance criteria documents. We will submit these updated documents by October 4, 2002.
