SCHEDULE REVISION FOR THE REVIEW OF THE FORT CALHOUN STATION, UNIT 1, LICENSE RENEWAL APPLICATION

Dear Mr. Ridenoure:

Enclosed is the revised schedule for the review of the Fort Calhoun Station (FCS), Unit 1, license renewal application. The basis for the schedule revision is to reflect new dates for:

Issuance of the safety Requests for Additional information (RAIs). The issuance date has been changed from October 9, 2002, to October 11, 2002, to allow for issuance by the end of the week.

(2)

Scoping inspection complete date. The completion date for the scoping inspection has been changed from January 20, 2003, to November 8, 2002, to reflect when the inspection will be complete rather than when the inspection report will be issued.

(3)

Receipt of RAI responses. The receipt date has been changed from December 22, 2002, to December 20, 2002, because December 22, 2002, is a Sunday.

AMR inspection completion date. The completion date for the AMR inspection has been changed from March 20, 2003, to January 24, 2003, to reflect when the inspection will be complete rather than when the inspection report will be issued.

Subcommittee and full committee meetings of the Advisory Committee for Reactor Safeguards (ACRS). The ACRS subcommittee meeting to discuss the FCS safety evaluation report (SER) with open items has been changed from May 18, 2003, to May 15, 2003, to better-align with the ACRS meeting schedule. The date of the full committee meeting, to discuss this SER, will remain June 2003.

Receipt of open item responses. The receipt of open item responses has been changed from July 5, 2003, to July 7, 2003, because July 5, 2003, is a Saturday.

Deletion of the November 3, 2003, NUREG issuance date. Inclusion of this date has caused some confusion with stakeholders. Issuance of the NUREG is dependent on the current workload for our publications branch, and a definite issuance date cannot be provided.

Issuance of the ACRS letter. The issuance date for the ACRS letter has been changed from November 14, 2003, to November 7, 2003, in order to more realistically reflect the ACRS schedule.

Staff recommendations and Commission information paper. Per the Commissions staff requirements memorandum (SRM), issued on June 5, 2002, the Director, Office of Nuclear Reactor Regulation (NRR) is authorized to issue renewed operating licenses for uncontested applications. As such, the issuance date of the Commission paper of May 7, 2004, has been deleted. In its place, the staff will issue its recommendations, along with the Commission information paper, to the Director, NRR, by February 3, 2004.

Commission decision. The August 9, 2004, date for the final Commission decision has also been deleted. In its place, the Director, NRR, will make the final re-licensing decision by February 10, 2004. This date reflects both the Commissions SRM as well as the revision to a 25-month review schedule.

Issuance of the renewed license (if approved). If approved, the issuance date for the renewed license will be February 10, 2004. Concurrent with the issuance of the renewed license, the staff will provide a Commission information paper to the Executive Director of Operations (EDO) for review and concurrence. The EDO will forward the information paper to the Commission.

Please be aware that these milestone dates are based on current review activities and draft dates for the ACRS. These dates may be subject to further revision, based on the staffs review, as well as changes to ACRS schedules.
