JUNE 2002 In accordance with 10 CFR 26.71(d),
enclosed is TVA's FFD Program Performance Data for the six-month period of January 1-June 30, 2002. contains a discussion of recent FFD Program developments and FFD trends since the last reporting period.
Enclosures 2-4 contain the performance data and summary of TVA management actions for TVA's nuclear plant sites (Browns Ferry, Sequoyah, and Watts Bar, respectively). consolidates the data for TVA's Nuclear corporate organization (primarily Chattanooga and Knoxville corporate offices) and Bellefonte Nuclear Plant.
There were no FFD events reported to the NRC pursuant to 10 CFR 26.73 during this six-month period.
The random testing rate of drug and alcohol use for the workforce that is subject to random testing is in accordance with the requirements prescribed in 10 CFR 26.24 (a) (2).

FITNESS FOR DUTY (FFD) PERFORMANCE DATA JANUARY 1 - JUNE 30, 2002 The following summarizes a matter associated with TVA's FFD Program that occurred during this reporting period:
TVA's "'Re-screening of Specimens"
Reference:
TVA's policy to re-screen specimens with a creatinine level less than 20 mg/dl, which was addressed in the February 28, 1997 FFD Performance Report.
Summary TVA Nuclear screened 135 specimens at the lower cutoff for marijuana during this reporting period. One positive test was identified from this group.
Page 2 of 2 JANUARY 1-JUNE 30,2002 TRENDS The confirmed positive test rate for all categories (pre-employment, pre-access, for-cause, post-accident, random, follow-up, and other) for this reporting period was 0.59 percent (27 positive tests) which is 0.10 percent higher than the last reporting period. This 0.10 percent increase in the positive test rate for all categories is primarily attributed to the large increases in pre-access testing associated with Browns Ferry Nuclear Plant's (BFN) and Watts Bar Nuclear Plant's (WBN) outages (i.e., 12 short-term contractor personnel testing positive during "Pre-Access" testing at BFN and 7 short-term contractor personnel testing positive during "Pre-Access" testing at WBN) and the number of first-time nuclear workers attempting to check in. The rate of random confirmed positives was 0 22 percent (four positive tests) which is 0.04 percent lower than the last reporting period.

SUMMARY
OF MANAGEMENT ACTIONS FOR BROWNS FERRY NUCLEAR PLANT In the pre-access test category, 12 contract employees (CEs) tested positive. The CEs were denied access, removed from site, returned to the contract company, and restricted from TVA Nuclear (TVAN) work for three years. Eight of the CEs requested that a split specimen test be performed. The split specimen tests reconfirmed the positive test results Three of the CEs requested an appeal. The appeals upheld the positive test results.
Also in the pre-access test category, one CE was detected attempting to subvert the Fitness for Duty (FFD) testing process by substitution and one CE was detected attempting to subvert the FFD testing process by adulteration. After submitting an out-of-range (high) temperature specimen, the first CE submitted a required witnessed specimen. The witnessed specimen tested positive. Due to the adulteration, the second CE's test results could not be reported as negative or positive. Both CEs were denied access, removed from the site, returned to the contract company, and permanently restricted from TVAN work. The first CE did not request that a split specimen test be performed and TVAN procedures prohibit split specimen testing for adulterated specimens, as in the case of the second CE. Neither of the CEs requested an appeal.
Also in the pre-access category, one CE refused to submit a specimen. The CE submitted an out-of-range (low) temperature specimen After being advised by the collector that a witnessed specimen was required, the CE refused to cooperate by leaving the collection facility and site without permission. The CE was denied access and permanently restricted from TVAN work. The CE did not request an appeal.
In the random test category, one licensee employee (LE) and two CEs tested positive. The LE's unescorted access and the CEs' unescorted access were revoked. The LE was removed from site, suspended from work for 14 days and referred to the Employee Assistance Program. The LE did not request a confirmatory blood alcohol test nor an appeal. Review of the LE's work was performed and no deficiencies were identified.
The LE did not return to work dunng this reporting period. The CEs were removed from site, returned to the contract company, and restricted from TVAN work for three years. Both CEs requested that a split specimen test be performed. The split specimen tests reconfirmed the positive test results. Both CEs requested an appeal. The appeals upheld the positive test results. Review of the CEs' work was performed and no deficiencies were identified.
