Withdrawal of Request to Withhold Information from Public Disclosure Ladies and Gentlemen:
By letter dated October 30, 2001 (NRC ADAMS Accession No. ML013580078; FENOC Serial Number 2744), FirstEnergy Nuclear Operating Company (FENOC) transmitted the Davis-Besse Nuclear Power Station (DBNPS) report "Results of Visual Examination of Reactor Head CRDM Nozzle Penetrations Performed in 1996, 1998, and 2000." This report had been classified as "restricted" by FENOC, and FENOC requested that this report be withheld from public disclosure pursuant to 10 CFR 2.790.
Recently, the NRC staff requested FENOC to determine if this "restricted" classification remained applicable. The FENOC request for withholding this information was based on the report containing confidential and commercial information related to the reactor pressure vessel head and control rod drive mechanism nozzles. During this timeframe, work was in progress regarding the fabrication and purchase of a new reactor pressure vessel head with nozzles from a commercial vendor. A purchase agreement was completed in January 2002 with a commercial vendor, and accordingly, the information contained in the report attached to letter Serial Number 2744 is no longer considered "restricted" information by FENOC. Therefore, FENOC withdraws its request to withhold from public disclosure the report "Results of Visual Examination of Reactor Head CRDM Nozzle Penetrations Performed in 1996, 1998, and 2000."

Docket Number 50-346 License Number NPF-3 Serial Number 2802 Page 2 Subsequent to the submission of the October 30, 2001 letter, in March 2002, FENOC identified that some of the CRDM nozzles were leaking and that significant corrosion of the reactor pressure vessel head had occurred. Additionally, FENOC conducted an extensive root cause analysis of the technical causes of the degradation, and the root cause analysis report was provided to the NRC in a letter dated April 18, 2002 (Serial Number 1-1270). The information in that report supercedes the information in the October 30, 2001, letter.
