SUMMARY
OF JULY 24, 2002, MEETING REGARDING THE LICENSE RENEWAL APPLICATION FOR BROWNS FERRY NUCLEAR PLANT On July 24, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authoritys (TVAs) representatives at the NRC Headquarters in Rockville, Maryland.
The objective of the meeting was for TVA to discuss with the staff the license renewal application for all three Browns Ferry units. The meeting was classified as a Category 1 meeting. Enclosure 1 is a list of attendees, and Enclosure 2 is a copy of TVAs handout distributed during the meeting. The handout contains TVAs agenda for the meeting.
The discussion focused on the Unit 1 current licensing basis and its configuration management as it relates to the modifications performed in conjunction with its restart. Other discussion items included the aging management program, the application methodology, and the timing of the license renewal application with respect to the Unit 1 recovery activities. TVA plans to submit the license renewal application by December 2003, and Unit 1 restart is expected about May 2007.
It should be noted that TVA issued its Final Supplemental Environmental Impact Statement (SEIS) for the license renewal application at the uprated power level in March 2002, in accordance with TVAs procedures implementing the National Environmental Policy Act. During the meeting, TVA proposed that NRC adopt the Browns Ferry SEIS following an independent review.
NRC staff had several comments regarding the design control program and configuration management as they relate to Unit 1 restart. At the conclusion of the business meeting, comments were solicited from members of the public, but there were none.
