Dear Mr. Dyer:

Pursuant to the requirements of 10 CFR 55.31, Nuclear Management Company, LLC (NMC) is providing the NRC with the attached preliminary unsigned applications (NRC Form 398) and medical data (NRC Form 396) for each of the applicants for Reactor Operator and Senior Reactor Operator License from the Monticello Nuclear Generating Plant.

The Reactor Operator and Senior Reactor Operator license examinations are scheduled to be administered, to the applicants whose applications are attached, at Monticello during the week of September 9, 2002.

The applicants will have successfully completed a Commission-approved training program that is based on a systems approach to training and that uses a simulation facility acceptable to the Commission under §55.45(b) of 10 CFR Part 55.

Monticello Nuclear Generating Plant request that the applicants be administered the Reactor Operator or Senior Reactor Operator license examinations because they will be required to be licensed to perform their assigned duties. Additionally, the applicants will have successfully manipulated the controls of either the facility or a plant-referenced simulator that meets the requirements of 10 CFR 55.46(c). At a minimum, five significant control manipulations will have been performed that affect reactivity or power level.

Pursuant to 10 CFR 2.790(a)(6), NMC requests that the enclosed information be withheld from public disclosure.
