AVILA BEACH COMMUNITY SERVICES DISTRICT Post Office Box 309, Avila Beach, CA 93424 Office and Meeting Room - 191 San Miguel Street, Avila Beach ESTABLISHED telephone (805) 595 - 2664 FAX (805) 595 - 7623 FEB 1997 April 23, 2002 Nuclear Regulatory Commission Washington, DC 20555-0001

Subject:

Emergency Evacuation Routes for Avila Beach, CA.

Dear Sirs; The community of Avila Beach is located on the central coast of California and is the community located nearest to the Diablo Canyon Nuclear Power Plant. Currently, all traffic that flows into or out of Avila Beach must travel on Avila Beach Drive and during various events, this single roadway becomes congested.

Recently at a public meeting of the Avila Beach Community Services District, the residents in the area requested information from the County Office of Emergency Services (OES) concerning the emergency evacuation routes for Avila Beach in the event of a natural disaster. As a part of that discussion, members of the community recalled that during the licensing of Diablo Canyon Nuclear Power Plant, Cave Landing Road may have been identified as the evacuation route for Avila Beach.

However, no records of this designation have been located.

As a follow-up to the presentation provided by County DES, members of the Board requested that staff contact your agency to determine, if in facd, Cave Landing Road was ever designated as an emergency evacuation route.
