An error in the original exemption request was identified during NMC review of fire protection program requirements. Consumers Power Company, the previous licensee for Palisades Nuclear Plant, submitted the original exemption request in letters "Fire Protection - Exemption Requests and Modified Commitments - Revision 2," dated July 20, 1984, and "Fire Protection Exemption Request - Compliance to 10CFR50.48 & Appendix R - Revision 7," dated June 19, 1985. The Nuclear Regulatory Commission (NRC) approved the exemption on July 23, 1985, by letter from J.A. Zwolinski, "Exemptions To Section III.G of Appendix R."

Figure 3B to Attachment 15 of the July 20, 1984 and June 19, 1985 submittals provided information that included identification of the location of fire detectors in the containment 607' elevation area. Four fire detectors were originally, and incorrectly, denoted in the area for the right channel instrument cable route. NMC is enclosing a corrected Figure 3B which denotes three fire detectors. These fire detectors are installed in areas of cable concentration. The previously identified fourth detector, labeled "alarm bell," is a local alarm that is energized upon smoke detector actuation in the containment. There are no cable concentrations between the alarm bell and the adjacent fire detector. NMC has determined that the remaining three smoke detectors are adequate to provide fire detection in the areas of cable concentration as stated in the NRC exemption dated July 23, 1985.
