August 30, 2002 Mr. C. Lance Terry Senior Vice President &

Principal Nuclear Officer TXU Energy Attn: Regulatory Affairs Department P. O. Box 1002 Glen Rose, TX 76043

SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION, UNITS 1 AND 2 - REPLY TO RESPONSE TO ORDER FOR INTERIM SAFEGUARDS AND SECURITY COMPENSATORY MEASURES (TAC NOS. MB4114 AND MB4115)

Dear Mr. Terry:

On February 25, 2002, the U.S. Nuclear Regulatory Commission (NRC) issued Orders modifying the facility operating licenses for the Comanche Peak Steam Electric Station, Units 1 and 2 to require compliance with the specified interim safeguards and security compensatory measures.

The NRC staffs letter of June 4, 2002, addressed your earlier response to the Orders and granted, in response to your request, an extension of time until June 20, 2002, for your submission of the required response for Interim Compensatory Measures (ICMs) B.2.a(1) and B.2.a(2).

The NRC staff has reviewed your response to ICMs B.2.a(1) and B.2.a(2), submitted by your letter of June 20, 2002, and finds that you have satisfied the current reporting requirements of the Order.

The NRC will determine the effectiveness of your implementation of the ICMs through on-site inspections. I would like to remind you that, pursuant to Section III.C.2 of the Order, you are to report to the Commission when you have achieved full compliance with the requirements described in Attachment 2 to the Order.

Please contact David Jaffe at (301) 415-1439 if you have any other questions on these issues.

Sincerely,

/RA by S. Richards for/
