Technical Specifications, Calvert Cliffs Nuclear Power Plant submits Attachments (1) and (2), which were previously submitted to the Maryland Department of the Environment. This special report discusses a minor oil spill of no more than 13 gallons discharged to the Chesapeake Bay that occurred at Calvert Cliffs Nuclear Power Plant on July 24, 2002.

RE: Spill of #2 diesel fuel oil - Calvert Cliffs Nuclear Power Plant NPDES Discharge Permit 99-DP-0187 Oil Operations Permit Number 2002-OPT-2092 On July 24, 2002 an overflow of the 1B emergency diesel generator day tank resulted in a discharge of no more than 13 gallons of #2 fuel oil from the Calvert Cliffs Nuclear Power Plant site in Lusby, MD (Calvert County). During maintenance on the level transmitter, the fuel oil transfer pump started. The overflow occurred because the tank was already full. Although the day tank is provided with an overflow line from the 1B day tank back to the main storage tank, the fuel oil overflowed through the vent line onto the roof of the building and into the stormwater system.

The oil spill was discovered at 12:29 PM when an employee noticed a sheen on the water flowing from the 002 outfall prior to entering the main circulating water discharge. The fuel oil transfer pump had been stopped prior to the identification of the spill, and clean up of the oil was initiated immediately. At 1:55 PM, oil release to the bay stopped when floating oil absorbent booms were installed to collect the oil. The booms are still in place, and are inspected every 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and replaced as needed. The booms will remain in place until all traces of oil are flushed from the stormwater system piping.

It is estimated that no more than 13 gallons of # 2 fuel oil was spilled to the storm drain system and entered the Outfall 002 discharge, where it was diluted by 2.4 million gpm of cooling water flow prior to entering the Chesapeake Bay. No oil was observed in the Chesapeake Bay.

Because of the relatively small volume and the dilution prior to entering the bay, the impact of the overflow on public health and the waters of the state is negligible. The cost of the spill to Calvert Cliffs Nuclear Power Plant, Inc. is estimated at $3000.

The above information was reported to the National Response Center (Report # 617-714) and MDE by telephone on July 24, 2002.

Maintenance procedures will be changed to require opening the breaker on the oil transfer pump prior to any maintenance that is performed on the level transmitters. An investigation to determine why the overflow line was not adequate to remove any excess oil from the day tank back to the storage tank is underway. The investigation is expected to be complete by September 6, 2002.
