July 31, 2002 RI-2001-A-0034 Mr. Bryce L. Shriver Senior Vice President and Chief Nuclear Officer PPL Susquehanna, LLC Susquehanna Steam Electric Station 769 Salem Boulevard Berwick, Pennsylvania 18603-0467
Dear Mr. Shriver:
The Region I Field Office of the NRC Office of Investigations (OI), initiated an investigation (OI Case #1-2001-012) on April 23, 2001, to determine whether a Pennsylvania Power & Light (PPL) engineer at the Susquehanna Steam Electric Station was discriminated against because of recommendations he made about the turbine slide bearings and writing a condition report about a cracked area of the floor off the high pressure turbine. The engineer also cited his involvement in an emergency evacuation/bridge issue years earlier as contributing to PP&Ls decision to fire him. Based on the evidence developed during the investigation, OI did not substantiate that PP&L management terminated the engineer for raising a concern regarding the turbine slide bearings and writing condition report on a cracked area of floor off the high pressure turbine in 1999, or his involvement in the emergency evacuation/bridge issue. A copy of the synopsis of OI Report 1-2001-0012 is enclosed for your information.
Please note that final NRC documents, such as the OI report described above, may be made available to the public under the Freedom of Information Act (FOIA) subject to redaction of information appropriate under the FOIA. Requests under the FOIA should be made in accordance with 10 CFR 9.23, Requests for Records, a copy of which is enclosed for your information.
Should you have any questions regarding this letter, please feel free to contact Dr. M.
Shanbaky, of my staff, at (610) 337-5209.
Sincerely,
/RA/
A. Randolph Blough, Director Division of Reactor Projects
