SUMMARY

OF JULY 10, 2002, MEETING REGARDING THE EXTENDED POWER UPRATE FOR BROWNS FERRY UNITS 2 AND 3 On July 10, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authority (TVA) representatives and their consultants from General Electric Company (GE) at the NRC Headquarters in Rockville, Maryland. The objective of the meeting was for TVA to discuss with the NRC staff the content of their extended power uprate (EPU) submittal, the required changes to the licensing basis, and the applicability of the GE licensing topical report on constant pressure power uprate to Browns Ferry Nuclear Plant (BFN), Units 2 and 3.

The meeting was classified as a Category 1. Enclosure 1 is a list of attendees, and Enclosure 2 is a copy of TVAs handout distributed during the meeting. The handout contains TVAs agenda for the meeting.

The licensees representatives stated that TVA considered the environmental impacts of operation of all three BFN Units at 120 percent of the original licensed power level for the renewal term and issued a supplemental environmental impact statement. The BFN analysis supports an EPU of 3952 MWt. TVA discussed the guidance provided in Regulatory Guide 1.49, Revision 1, dated December 1973, which listed the following constraints:

(1) construction permit applications limited to 3800 MWt until January 1, 1979 at the earliest, (2) 2-percent allowance in power level adequate for instrument error, (3) radiological analyses limited to 4100 MWt, and (4) acceptability to increase maximum licensed power level to be carefully reviewed.

TVA and GE representatives discussed the technical bases in support of an EPU up to 120 percent. These include the operating experience of large plants and the fuel operating limits. They stated that there is no technical limitation that limits the analysis methodology to 3800 MWt. The limitations are on the power density. Additional interactions with TVA and GE are in process to resolve NRC staffs concerns regarding the limitations in the topical report.

At the conclusion of the business meeting, comments were solicited from members of the public, but there were none.
