Dear Mr. Lochbaum:

Thank you for your June 19, 2002, letter (enclosed) to the Davis-Besse Reactor Vessel Head Degradation Lessons Learned Task Force. In your letter you discuss: (1) updates to Final Safety Analyses Reports; (2) the appropriateness of using short-term risk assessments; and (3) the significance determination process (SDP), as related to the Davis-Besse reactor vessel head degradation. As you know, the primary purpose of the June 19 public meeting was to solicit comments on the Task Force charter and activities. As we discussed at the meeting, we believe that the issues presented in your letter can be addressed within the framework of the Task Force charter. During the course of its evaluations, the Task Force will be taking these issues into consideration consistent with the charter.

Sincerely,

/RA Arthur T. Howell, Team Leader Davis-Besse Reactor Vessel Head Degradation Lessons Learned Task Force
