DPR-42 50-306 DPR-60 Supplemental Response to Bulletin 2002-01, Reactor Pressure Vessel Head Degradation and Reactor Coolant Pressure Boundary Integrity During our teleconference of June 19, 2002, NRC Staff requested that Prairie Island supplement our 15-day response to Bulletin 2002-01, specifically with respect to our plans for the inspection of the Unit 1 Reactor Vessel Head. In particular, the Staff requested that we reiterate our response with respect to upcoming inspections.
Our upcoming Unit 1 Reactor Vessel Head inspection is in response to a commitment we made in our response to Bulletin 2001-01 (and referred to in our 15-day response to Bulletin 2002-01), which noted, "The inspections will consist of a bare metal 'effective visual examination' of all [vessel head penetration] nozzles through the insulation view ports during the next refueling outage (for each unit)."
Thus, for the upcoming Unit 1 outage we will be inspecting 41 of 41 penetrations (which includes the reactor head vent penetration). The tube-to-head interface (external opening of the annulus) for each penetration tube will be examined. Additionally, the external surface of the closure head dome under the insulation will be examined for boric acid deposits.
The inspection will be an unaided visual inspection via the insulation view ports. The four view ports are spaced at approximately 90-degree intervals around the insulation and allow at least two perspectives on each of the penetrations (including the central penetrations) and essentially the entire external surface of the closure head dome is A u ISt

In addition, since it is a Westinghouse 2-loop Reactor Pressure Vessel, the closure head is significantly smaller than those of 3-loop or 4-loop designs (the distance from any of the view ports to the center penetration is less than 5 feet) and has far fewer penetrations to complicate or obfuscate an inspection from the periphery.
In this letter we have made no new Nuclear Regulatory Commission commitments.
