Dear Mr. Tuley:
Per your request, enclosed are two compact disks. The first contains the Level 1, Revision 3i Standardized Plant Analysis Risk (SPAR) model for Surry 1 and 2 and the SAPHIRE 6.75 suite of probabilistic risk assessment (PRA) computer codes. The second contains a copy of the low power/shutdown (LP/SD) SPAR model for Surry 1 and 2. Also enclosed are copies of the users manuals for the Surry 1 and 2 Revision 3i SPAR model and the LP/SD SPAR model for Surry 1 and 2. The SAPHIRE code suite is required to perform analyses with the Revision 3i SPAR model and the LP/SD model. All three of these software packages are in the form of executable files that can be run directly from the compact disk. These items are for your organizations use only and are not to be distributed further without the consent of the NRC.
Also please note that the information contained in the two SPAR models is considered sensitive and should be treated accordingly.
The software packages for SAPHIRE and the Revision 3i SPAR model are provided to facilitate your participation in the Mitigating System Performance Index (MSPI) Pilot Program being conducted by the NRCs Reactor Oversight Process. On August 13-14, the Revision 3i (i denotes interim) SPAR model for Surry 1 and 2 will be reviewed with your PRA staff and benchmarked against your PRA model for the plant. Until this review and benchmarking have been conducted and the SPAR model revised to reflect the results of the review, this model is considered to be interim, and should be used by your staff analysts with appropriate discretion.
In addition, the software for the LP/SD SPAR model for Surry 1 and 2 is provided to facilitate the onsite QA review of this model with your PRA staff and the benchmarking of the model against your LP/SD PRA model for the plant, scheduled for August 15. As with the Revision 3i SPAR model, the LP/SD model is considered interim, and should be used by your staff analysts with appropriate discretion.
