MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE NUCLEAR POWER STATION IMC 0350 PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held July 9. Attached for your information are the minutes from the internal meeting of the IMC 0350 Panel.

Reports from Staff NRR input to Vessel Head Replacement Inspection (R. McIntyre)

NRR presented an inspection proposal to ensure that the Midland head meets all code and design requirements. This inspection will be part of the Vessel Head Replacement Inspection. The proposal will be reviewed by RIII DRS staff and incorporated into the inspection plan. The plan will then be presented to the 0350 panel for approval. NRR staff discussed the need for additional documents from the licensee to support the inspection planning.

(ACTION: Obtain required documents from the licensee)

Site Activities (RIO)

C. Lipa briefed the panel on current site activities. The licensee continues to perform plant and program reviews. These reviews have generated a number of condition reports, some of which are significant conditions which will require a team root cause.

These issues will be factored into the inspection plans that are being developed.

An organized protest will be held near the plant on July 27.

Review of Action Items (Panel)

The action item list was reviewed and updated. Two new items were generated during the discussion.

Licensing Issues/Actions (DLPM)

The Tauzin/Gillmor project is still in progress. No updates on the licensing issues chart.

Status of Public Communications (Panel)

D. Pickett will return a phone call from a reporter associated with the Cleveland Plain-Dealer regarding containment leak rate testing.

IMC 0350 Panel Business Inspection Schedule K. OBrien briefed the panel on the inspection planning for the licensees Program Technical Compliance Building Block. The licensee has been contacted and reported that reviews of the Probabilistic Safety Assessment (PSA) and Boric Acid Corrosion Control Program have started. The licensee will finish these programs along with In-Service Inspection, Corrective Action, Operating Experience, and the Modification Program by mid-September. K. OBrien discussed performing portions of the inspection in July, August, and September.

SDP worksheet benchmarking is in progress at the Davis-Besse site this week. Next week M. Farber will be onsite for AIT Followup inspections. The Extent of Condition inspection will also be onsite next week. The exit meeting for the EOC inspection is currently scheduled for 8/1.

NRC/Licensee weekly calls The licensee sent out an agenda for the 7/10 call. The call is intended to be a status update and is expected to last approximately 30 minutes. The panel decided to cancel the status call on 7/17 because the status of plant activities will be discussed in detail at the 7/16 public meeting.

Utilization of the Web Page No updates to the web page were identified.

Future Activities/Plans/Meetings Updates for six-week look ahead schedule The six-week look ahead schedule will be e-mailed to the 0350 group for updates.

7/15 and 7/16 meetings J. Grobe, B. Dean, and C. Lipa will attend the licensees meeting on 7/15. Agendas will be developed for both the afternoon and evening meetings.

Next Panel Meetings: 7/11,7/16 The panel agreed to hold a meeting at 11:00 a.m. Eastern on 7/11 and 2:30 p.m.
