MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE NUCLEAR POWER STATION IMC 0350 PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held June 7.
Attached for your information are the minutes from the internal meeting of the IMC 0350 panel.

MEETING MINUTES: Internal IMC 0350 Restart Panel Meeting Davis-Besse Nuclear Power Station DATE: June 7, 2002 TIME: 2 p.m. (Eastern)

- 1. Reports from Staff Site Activities (RIO)
The panel discussed the need for NRR support (Bateman) to review and document the licensees determination that the N stamp is restored on the Midland Head.
(ACTION: Mr. Bateman to followup with licensee to determine what process they are planning to use. Panel to discuss at future meeting)
The licensee has established a restart oversight panel (ROP) and the first panel meeting is June 10, 2002. The panel discussed plans to attend a future meeting of the licensees ROP.
Risk Analysis (DSSA/SRA)
Licensee answers to the RAI are expected in June.
Licensing Issues/Actions (DLPM)
The licensee may withdraw relief requests and plans to use 50.59 for replacement of the head. NRR is discussing the proper post modification testing for the cut in the containment to install the new Midland head and remove old head.
(ACTION: Jacobson to determine what other Region III sites have done for post-modification testing following steam generator replacement.)
Public Communications The panel determined that, based on the nature of the two meetings on June 12, only the afternoon meeting with the licensee would be transcribed.
- 2. IMC 0350 Panel Business Inspection Schedule The panel discussed the AIT followup inspection and other priorities for the originally assigned inspector. This will be reassigned. The panel chairman also discussed that a lead inspector needs to be assigned for each of the building block inspections that the panel determines to be necessary.

Licensee Return to Service Plan The panel discussed preparations for the next public meeting. Each panel member should read the plan and the root cause report and be prepared to discuss with the licensee at the June 12 meeting.
