SUBJECT:
TELECOMMUNICATION WITH EXELON GENERATING COMPANY TO DISCUSS INFORMATION IN SECTION 4.3.2 REACTOR VESSEL INTERNALS FATIGUE AND EMBRITTLEMENT OF THE PEACH BOTTOM LICENSE RENEWAL APPLICATION On June 17, 2002, after the NRC staff (hereafter referred to as the staff) reviewed information provided in Section 4.3.2 Reactor Vessel Internals Fatigue and Embrittlement, of the license renewal application (LRA), a conference call was conducted between the staff and representatives of Exelon Generating Company (hereafter referred to as the applicant) to discuss information presented in the application pertaining to Sections 4.3.2. The information discussed, the applicants responses, and the follow-up actions are provided below.
Participants of the June 17, 2002, conference call are enclosed.
The subject discussed was reactor vessel internals embrittlement analyses. Specifically, the staff stated that Section 4.3.2.2 of the Peach Bottom Atomic Power Station (PBAPS) License Renewal Application (LRA) indicates the high fluence locations in the top guide are exempt from inspection. BWRVIP-26, BWR Top Guide Inspection and Flaw Evaluation Guidelines, states that the threshold fluence beyond which the components will be significantly affected is 5 x 1020 nvt. Appendix C to BWRVIP-26 states that the generic fluence on the top guide for 60 years is 6 x 1021 nvt, which exceeds the 5 x 1020 nvt damage threshold.
The applicant stated that the location on the top guide that will see this high fluence is the grid beam. This is location 1, as identified in BWRVIP-26, Table 3-2, Matrix of Inspection Options.
In their evaluation of the top guide assembly, including the grid beam, General Electric (GE) assumed a lower allowable stress value, acknowledging the high fluence value at this location.
The conclusion from this analysis, coupled with the fact that there was no safety consequence of single failure at this location, the applicant indicated that no inspection was considered necessary.
The applicant stated that PBAPS, in the early 1990's, had performed UT inspection on the PBAPS grid beams and found no indications. In addition, at various times in the 1990s, PBAPS, Units 2 and 3, performed UT and/or VT-3 inspections on various cells and aligner pins, and found no indications. Per BWRVIP, there are no plans at this time to increase any inspection locations for the top guide. The applicant further stated that, in response to RAI 3.1-18 that was transmitted to the staff on May 2, 2002, Exelon is committed to follow the BWRVIP guidance. The staff is reviewing the applicants response. The applicant will provide this information in a letter to the NRC.
