FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) REPLY TO NRC LETTER PERTAINING TO THE BACKUP ALERT AND NOTIFICATION SYSTEM (ROUTE ALERTING)
Dear Mr. Katz:
Enclosed is a letter from Ms. Vanessa E. Quinn, Chief, Radiological Emergency Preparedness Branch, FEMA Headquarters, dated May 15, 2002, transmitting FEMAs response to a question related to the backup route alerting system that was transmitted to Ms. Kathy Halvey Gibson, Chief, Emergency Preparedness and Health Physics Section, Operator Licensing, Human Performance, and Plant Support Branch, Division of Inspection Program Management, Office of Nuclear Regulatory Regulation.
Following an Alert and Notification System test conducted in November, 2001, you discovered that all 49 sirens in Calvert County failed to activate (Event Notification 38466, dated November 5, 2001). A subsequent investigation by your staff found that the reason for this was the computer icon used to activate the sirens at the Calvert County 911 Center was deleted in August, 2001. Questions arose as to whether the alternative method of alerting the public (route alerting) available during this period of time was adequate to ensure appropriate notification and instruction in accordance with existing procedures. We relayed this question to FEMA to help us understand the significance of this issue.
We are providing the enclosed FEMA response letter for your information. We will be contacting your staff during the Emergency Preparedness program inspection the week of July 15, 2002 for your latest assessment of the significance of this event.
