2002, in accordance with 10 C.F.R.

§ 50.4, the Tennessee Valley Authority (TVA) submitted its response to the Interim Safeguards and Security Compensatory Measures Order (hereinafter "Order") issued by the Nuclear Regulatory Commission (NRC) on February 25, 2002.

Pursuant to the requirements of 10 C.F.R.

§ 2.202, to TVA's March 18, 2002 response provided TVA's Answer to the Order.

In most respects, the Answer consented to the Order.

With respect to certain Interim Compensatory Measures (ICM) transmitted in Attachment 2 in the Order (ICMs B.2.a(1),

B.2.a(2),

B.2.b, and B.4.g),

TVA requested an extension of time to submit an Answer and also requested an extension of time in which to request a hearing.

That request was made in a separate letter to the Director, Office of Nuclear Regulation, dated March 18, 2002.

2002, NRC responded to TVA's Answer and found that TVA's response satisfied the 20-day reporting requirement of the Order, with the exception of ICMs B.2.a(1),

B.2.a(2),

B.2.b, and B.4.g.

For those ICMs, NRC granted TVA's request for an extension of time to submit the required response and also granted TVA's request for an extension of time to request a hearing related to those ICMs.

Pursuant to the requirements of 10 C.F.R.

§ 2.202, Enclosure 1 to this supplemental response provides TVA's Answer with respect to those excepted ICMs. to this supplemental response provides detailed responses to the previously-excepted ICMs.

These responses contain "Safeguards Information" as defined in 10 C.F.R.

§ 73.21.

TVA therefore requests that Enclosure 2 to this letter be withheld from public disclosure.

Upon separation of Enclosure 2, this cover letter and Enclosure 1 are to be considered DECONTROLLED.

2002, the Nuclear Regulatory Commission

("NRC" or "Commission")

issued an immediately effective Order in the captioned matter entitled Order Modifying Licenses (Effective Immediately)

("Order")

to, inter

alia, TVA.

TVA responded to most of the substantive requirements of the Order in a

letter dated March 18, 2002.

Also on that date, TVA submitted an "Answer to the February 25, 2002 Commission Order to Modify License for Interim Safeguards and Security Measures" pursuant to 10 CFR

§ 2.202 and Section IV of the Order consenting to the Order in most respects.

In a

letter to Mr.

Samuel J.

Collins, Director, Nuclear Reactor Regulation, dated March 18,
2002, entitled, "Request for Extension of Time to Submit an Answer and Request a Hearing,"

in the same dockets, TVA requested an extension of time in which to request a hearing with respect to certain compensatory measures listed in Attachment 2 of the Order.

The request was based on the pendency of several analyses needed to provide a basis to determine whether a request for a hearing would be appropriate SAFEGUADS INFORMATION

SAFEGUARDS INFORMATION and provided for an extension until the dates identified in our March 18 submittal for completing the analyses with respect to those matters.

NRC granted the extension in a letter from John Zwolinski,

NRC, to Mark Burzynski, dated May 14, 2002.

TVA has now completed the necessary analyses with respect to all remaining Interim Compensatory Measures (i.e.,

B.2.a(1),

B.2.a(2),

B.2.b, and B.4.g).

In accordance with Section IV of the Order and 10 C.F.R.

§ 2.202, TVA hereby answers the Order with respect to those

matters, consents to the Order with respect to all remaining Interim Compensatory Measures, and does not request a hearing.
