Box 1049 Columbus, OH 43216-1049 Ladies and Gentlemen, As discussed with Mr. Eric Nygaard, the Perry Nuclear Power Plant (PNPP) is requesting relief from the current National Pollutant Discharge Elimination System (NPDES) permit limits for Betz Clam-Trol CT-2 (currently called Spectrus CT-1300). A copy of the Material Safety Data Sheet for Spectrus CT1300 is included. The current limit is 0.04 mg/l as listed in the Directors Final Findings and Orders issued August 29, 1997.
The current design of the PNPP provides a very short mixing zone between the point of detoxification agent addition to the final effluent sample point. However, the cooling water must travel over an additional 2000 feet before entering Lake Erie. Currently, the plant detoxifies at a rate of 150% of the theoretically required amount, yet still obtained samples that exceeded the effluent limit during the 2001 treatment due to insufficient mixing.
The limiting toxicology concentration for Spectrus CT-1300 is the LC50 for the Daphnia Magna at 0.04 mg/l. This limit was based on a 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> flow-thru bioassay.
Currently, the plant injects the treatment chemical for a maximum of 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br />, less than one quarter of the 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> flow-thru bioassay. Based on this data, the PNPP staff requests to implement an average limit of 0.1 mg/l for a ten-hour period during the treatment with a maximum concentration of 0.2 mg/l at any time. The PNPP goal would still be to maintain the effluent less than detectable, however, these limits would allow adjustments to be made to injection and detox without exceeding permit limits. During the next treatment, the vendor will attempt to increase A

The plant is also evaluating the feasibility of locating the effluent sample point further downstream to increase mixing time for detox and dechlorination.
