SUMMARY

OF JUNE 12, 2002, MEETING REGARDING THE RESTART OF BROWNS FERRY UNIT 1 On June 12, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authoritys (TVA) representatives at the NRC Headquarters in Rockville, Maryland. The objective of the meeting was to allow TVA to inform the staff of the licensing actions and activities needed for the restart of Browns Ferry Unit 1. The meeting was classified as a Category 1 meeting which provides an opportunity for members of the public to communicate with the NRC staff after the business portion of the meeting but before the meeting is adjourned. Enclosure 1 is a list of attendees, and Enclosure 2 is a copy of TVAs handout distributed during the meeting. The handout includes TVAs agenda for the meeting.

The licensees representatives discussed the history of Unit 2 activities that led to its restart on May 24, 1991. Subsequently, TVA planned to restart Units 1 and 3 using the same criteria that were applied to Unit 2. As a result, Unit 3 restarted on November 19, 1995, however, TVA decided to delay its decision on the restart of Unit 1 based on its analysis of the need for power.

The licensing actions, relief requests and generic communications that are needed for the restart of Unit 1 were discussed. In conclusion, the licensees representatives stated that the three Browns Ferry units will be essentially identical in design and licensing basis upon completion of Unit 1 restart and that they intend to submit a proposed regulatory framework document by December 31, 2002.

The NRC staff had several comments regarding the need for an integrated schedule that reflects the timeframe for various submittals, including extended power uprate and license renewal. TVA plans to submit this information along with the proposed regulatory framework.

At the conclusion of the business meeting, comments were solicited from members of the public, but there were none. The staff noted that the above meeting was beneficial in gaining an understanding of TVAs plans and activities regarding the restart of Browns Ferry Unit 1.
