Dear Ms. Halvey Gibson:
In response to the December 20, 2001, letter from Paul Lohaus, and the follow up letter from Richard Meserve on January 15, 2002, the State of Connecticut would like to accept the offer from the Nuclear Regulatory Commission (NRC) to provide an initial supply of potassium iodide (KI) for the Millstone Emergency Planning Zone (EPZ). This decision is the result of significant research and deliberations by executive agency staff. With the recent issuance of federal guidance on the use of KI, we are prepared to move forward in defining the appropriate role of KI for the public as a supplement to sheltering and evacuation.
The Millstone Power Station is located in Waterford, CT, and the EPZ encompasses all or portions of East Lyme, Groton City, Groton Town, Ledyard, Lyme, Montville, New London, Old Lyme, and Waterford. Fishers Island, NY, is also located within the Millstone EPZ, and is included in Connecticut's Radiological Emergency Response Plan (RERP). Any decision regarding potential distribution of KI to Fishers Island residents will be coordinated with the New York State Emergency Management Office (NYSEMO).
The estimated population for the Millstone EPZ is 200,000. This number is based on the most recent Evacuation Time Estimate Study (ETE) worst-case scenario, and includes residents, workers, seasonal visitors, and transients. Based on NRC's offer to supply two tablets for each person in the 10-mile EPZ, as well as the need to accommodate multiple distribution options, the State of Connecticut requests an initial supply of 450,000 doses of KI.

Hartford, Connecticut 06106-1308 www.opm.state.ct.us Connecticut's Radiological Emergency Response Plan focuses on the immediate evacuation and sheltering of the public in the unlikely event of a severe nuclear power plant accident.
While the state has concluded that the RERP may be enhanced in certain instances by incorporating KI as a supplementary public protective measure, evacuation and sheltering will remain the core policy of the RERP. The importance of this core policy will be reinforced during the public education and KI distribution process. The public education program will also be integral to dispelling common misconceptions about the breadth of KI's health benefits and providing information on potential side effects.
As this request for KI is being considered, it would be helpful to have additional federal guidance on how smaller doses should be administered to children, infants and neonates, in accordance with the U.S. Food and Drug Administration recommendations. We are hopeful that this information will be forthcoming, since it is essential to our public education program.
