SUMMARY
OF MAY 10, 2002, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY (PG&E) ON THEIR PROPOSED 10 CFR PART 50 LICENSE AMENDMENT APPLICATION FOR THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION FOR DIABLO CANYON NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 On May 10, 2002, the NRC staff met with PG&E to discuss their proposed 10 CFR Part 50 license amendment application for the independent spent fuel storage installation (ISFSI) for Diablo Canyon Nuclear Power Plant, Unit Nos. 1 and 2, which was submitted to the NRC on April 15, 2002. The 10 CFR Part 50 application is a complementary application to PG&Es 10 CFR Part 72 license application for the ISFSI that was submitted to the NRC on December 21, 2001.
The meeting began with PG&E providing the staff with an update of their ISFSI project status.
This was followed by a presentation of PG&Es proposed 10 CFR Part 50 license amendment application for an ISFSI, its purpose, and its relationship with the 10 CFR Part 72 license application. The 10 CFR Part 50 application is related to the loading and handling of the spent fuel cask inside and outside of the fuel handling and auxiliary building. This application is based on changes required for implementation of the NUREG-0612 control of heavy loads program to implement the ISFSI, elimination of the spent fuel cask exclusion zone, and recommendations discussed in NRC Bulletin 96-02, "Movement of Heavy Loads Over Spent Fuel, Over Fuel in the Reactor Core, or Over Safety-Related Equipment."
PG&E provided details of the heavy load design and drop effect on structures, systems, and components, crane modifications and analysis, cask seismic restrain design and analysis, and affects on facility during transport and cask handling. PG&E also discussed the seismic design, structural design, thermal design, drops and tipovers, operational errors, system malfunctions, tornado missiles, and fires.
PG&E further discussed their approach for meeting regulatory requirements for their application, and their criticality monitoring exemption request. PG&E also responded to several questions from the staff on their application.
At the conclusion of the meeting, the staff expressed their appreciation to PG&E for the presentation.
