Relocation of the Davis-Besse Nuclear Power Station Alternate Emergency Operations Facility Ladies and Gentlemen:
By letter dated April 14, 1998 (Serial Number 2531), the FirstEnergy Nuclear Operating Company (FENOC) requested approval for an Alternate Emergency Operations Facility located at the Bay Shore Station Training Center. Approval of this facility by the Nuclear Regulatory Commission was documented in a Safety Evaluation issued June 29, 1998 (TAC No. M98706).
Effective May 15, 2002, the Alternate Emergency Operations Facility is located at the FirstEnergy Lindsey Service Center in Lindsey, Ohio. The Lindsey Service Center is located five miles west of Freemont, Ohio, on State Route 590 at the intersection of U.S.
Route 20. This facility is approximately 15 air (straight-line) miles and 21 drive miles from the Davis-Besse Nuclear Power Station (DBNPS). Additional information on the Alternate Emergency Operations Facility is contained in an attachment to this letter. As required by the DBNPS Emergency Plan, the Alternate Emergency Operations Facility would be activated at a General Emergency to serve as a meeting point between utility and governmental representatives.
This relocation of an existing emergency response facility has been reviewed in accordance with 10CFR50.54(q) and has been determined to not decrease the effectiveness of the plan. No changes to the DBNPS Emergency Plan were necessary as a result of this relocation, and the DBNPS Emergency Plan continues to meet the standards of 10CFR50.47(b) and 10CFR50 Appendix E. The Lindsey Service Center has seating capacity for at least 30 individuals, access to FirstEnergy's Centrex telephone system, and equipment and supplies necessary to support emergency response activities.
